ldd fails with qemu-aarch64
Description of problem:

Steps to reproduce:
1. docker run --rm -it arm64v8/ubuntu:16.04 ldd /bin/ls

Also possible on other newer OSs (eg: Ubuntu:18.04) with different compiled binaries.
Additional information:
