libcef's angle crashes due to unable to recognize vulkan extensions
Hi, I'm trying to run Battle.net on winlator on android, some odd issue came up with the vulkan extensions cant be loaded by `libcef`, and it is used by various of programs including steam and zoom.

`libcef` is chromium embedded framework and the render processes relys on vulkan.

As you can see, vulkan logs indicating that `VK_KHR_surface` and `VK_KHR_win32_surface` are supported and enabled.

I further confirmed that with vulkan viewer at `https://vulkan.gpuinfo.org/download.php`, showing

saying that libcef can't find support for `VK_KHR_surface` and `VK_KHR_win32_surface`
since x86_wine does not have this issue, I can only presume this might be related to box64 and requesting for help

I have found related issue with zoom #1170 and steam #2469, thx for the help!
