qom: Make InterfaceInfo[] uses const
Mechanical change using:
$ sed -i -E 's/\(InterfaceInfo.?\[/\(const InterfaceInfo\[/g' \
$(git grep -lE '\(InterfaceInfo.?\[\]\)')
