accel/tcg: Update CPUNegativeOffsetState::can_do_io field documentation
The @can_do_io field got moved from CPUState to
CPUNegativeOffsetState in commit 464dacf609 ("accel/tcg:
Move can_do_io to CPUNegativeOffsetState").
