Provide runtime option to expose the supported list of keymaps for vnc

As discussed in the ganeti group[1], I'm opening this bug to request that qemu provides a runtime command or switch to list the supported keymaps for vnc.

The QEMU project is currently considering to move its bug tracking to another system. For this we need to know which bugs are still valid and which could be closed already. Thus we are setting older bugs to "Incomplete" now.
