many aarch64 machines exit with "fatal: Lockup: can't escalate 3 to HardFault"
Description of problem:
`-machine netduino2` and `-machine microbit` and many others dump core
Steps to reproduce:

qemu-system-aarch64 -machine netduino2
qemu-system-aarch64 -machine microbit
