hw/arm/sbsa-ref: add ITS support in SBSA GIC
Create ITS as part of SBSA platform GIC initialization. GIC ITS information is in DeviceTree so TF-A can pass it to EDK2. Bumping platform version to 0.2 as this is important hardware change.
