target/migration: Inline VMSTATE_CPU()
VMSTATE_CPU() is only used in 4 places and doesn't provide much, directly inline it using VMSTATE_STRUCT(). This removes the last COMPILING_PER_TARGET in "hw/core/cpu.h".
