qapi: Simplify QAPISchemaIfCond's interface for generating C

QAPISchemaIfCond.cgen() is only ever used like

    gen_if(ifcond.cgen())

and

    gen_endif(ifcond.cgen())

Simplify to

    ifcond.gen_if()

and

    ifcond.gen_endif()
