gitlab-ci: fix 'needs' property type must be array
The gitlab "Pipeline editor" has some warnings, and gitlab-ci-local
fails.

"Supported values:
An array of jobs (maximum of 50 jobs).
An empty array ([]), to set the job to start as soon as the pipeline
is created."
