seabios: update to pre-1.13 snapshot again
Due to lchs support merge in upstream seabios gone wrong (applied v3
instead of v4) here is another seabios snapshot update with the
mis-merge fixed up, so lchs support should actually work in -rc2.
Also picked up two tpm bugfixes.
