target-arm: A64: Add floating-point<->fixed-point instructions
This patch adds emulation for the instruction group labeled "Floating-point <-> fixed-point conversions" in the ARM ARM. Namely this includes the instructions SCVTF, UCVTF, FCVTZS, FCVTZU (scalar, fixed-point).
