Factor tcg_get_stats() out of tcg_dump_stats(),
passing the current accelerator argument to match
the AccelClass::get_stats() prototype.

Declare tcg_dump_stats() in "tcg/tcg.h" so it can be used out of
accel/tcg/, like by {bsd,linux}-user.
Next commit will register the TCG AccelClass::get_stats handler,
which expects a AccelState, so propagate it to dump_accel_info().

Move tb_check_watchpoint declaration from tb-internal.h, which is
still target-specific, to internal-common.h, which isn't.
Otherwise, all that is required to build watchpoint.c once is
to include the new exec/cpu-interrupt.h instead of exec/exec-all.h.

Since commit 740b1759734 ("cpu-timers, icount: new modules")
we don't need to expose icount_align_option to all the
system code, we can restrict it to TCG. Since it is used as
a boolean, declare it as 'bool' type.

tcg_cflags_set() helpers.

cpu_in_serial_context() is not target specific,
move it declaration to "internal-common.h" (which
we include in the 4 source files modified).
Remove the unused "exec/exec-all.h" header from
cpu-exec-common.c. There is no more target specific
code in this file: make it target agnostic.
